Foreign Teacher Panel Guidelines

Educators who completed an educator preparation program outside the United States that does not satisfy existing standards for an approved program are now eligible for a Panel Review to apply for a Massachusetts Initial license. DESE has established a set of draft guidelines for the Foreign Teacher panel review process. The proposed guidelines outlines the types of candidates eligible for a panel review as well as providing a checklist of the documents candidates will need to submit to DESE.

The draft Foreign Teacher Panel Guidelines are available online.

Public comment on the Foreign Teacher Panel will be open through November 3, 2017.
